Nehemiah 4:3

3Then too, Tobiah, an Ammonite, his assistant, said: “Let them build. When the fox climbs, he will leap over their stone wall.”
4:3Sanballat wonders whether the Gentiles will permit the Jews to continue, implying that the Jews activity might bring down the wrath of their conquerors upon them. He asks whether the task of rebuilding will reach an end, implying that rebuilding is only the beginning of what they will do; in other words, they will not be satisfied with merely rebuilding. He also wonders whether they would need a miracle, making stones from dust and ash, to complete the task.(Conte)
