are decreed about your people and cyour holy city, to finish dthe transgression, to put an end to sin, eand to atone for iniquity, fto bring in everlasting righteousness, to seal both vision and prophet, and gto anoint a most holy place.

The Greek word means both  covenant and will; also verses 16, 17
