21Moreover, look for aable men from all the people, men who fear God, who are trustworthy and hate a bribe, and place such men over the people as chiefs of thousands, of hundreds, of fifties, and of tens.

Exodus 23:2-3

2You shall not fall in with the many to do evil, nor shall you bear witness in a lawsuit, siding with the many, so as to pervert justice, 3 bnor shall you be partial to a poor man in his lawsuit.

Exodus 23:7-8

Deuteronomy 1:17
