Exodus 18:21-22

21Moreover, look for aable men from all the people, men who fear God, who are trustworthy and hate a bribe, and place such men over the people as chiefs of thousands, of hundreds, of fifties, and of tens. 22And blet them judge the people at all times. cEvery great matter they shall bring to you, but any small matter they shall decide themselves. So it will be easier for you, and they will dbear the burden with you.

2 Chronicles 19:3-9

3Nevertheless, esome good is found in you, for fyou destroyed the Asheroth out of the land, and have gset your heart to seek God.”

4Jehoshaphat lived at Jerusalem. And he went out again among the people, from Beersheba to hthe hill country of Ephraim, and brought them back to the Lord, the God of their fathers. 5He appointed ijudges in the land in all jthe fortified cities of Judah, city by city, 6and said to the judges, “Consider what you do, kfor you judge not for man but for the Lord. He is with you in giving judgment. 7Now then, let the fear of the Lord be upon you. Be careful what you do, for lthere is no injustice with the Lord our God, mor partiality or taking bribes.”

8Moreover, in Jerusalem Jehoshaphat nappointed certain Levites and priests and heads of families of Israel, oto give judgment for the Lord and to decide disputed cases. They had their seat at Jerusalem. 9And he charged them: pThus you shall do in the fear of the Lord, in faithfulness, qand with your whole heart:
