Exodus 18:21-25

21Moreover, look for aable men from all the people, men who fear God, who are trustworthy and hate a bribe, and place such men over the people as chiefs of thousands, of hundreds, of fifties, and of tens. 22And blet them judge the people at all times. cEvery great matter they shall bring to you, but any small matter they shall decide themselves. So it will be easier for you, and they will dbear the burden with you. 23If you do this, God will direct you, you will be eable to endure, and all this people also will go to their place in peace.”

24So Moses listened to the voice of his father-in-law and did all that he had said. 25 fMoses chose able men out of all Israel and made them heads over the people, chiefs of thousands, of hundreds, of fifties, and of tens.

Deuteronomy 16:18

Justice

18“You shall appoint gjudges and officers in all your towns that the Lord your God is giving you, according to your tribes, and they shall judge the people with righteous judgment.

1 Chronicles 23:4

2 Chronicles 19:8-10

8Moreover, in Jerusalem Jehoshaphat kappointed certain Levites and priests and heads of families of Israel, lto give judgment for the Lord and to decide disputed cases. They had their seat at Jerusalem. 9And he charged them: mThus you shall do in the fear of the Lord, in faithfulness, nand with your whole heart: 10 owhenever a case comes to you from your brothers who live in their cities, concerning bloodshed, law or commandment, statutes or rules, then you shall warn them, that they may not incur guilt before the Lord and pwrath may not come upon you and your brothers. Thus you shall do, and you will not incur guilt.
