Exodus 18:25-26

25 aMoses chose able men out of all Israel and made them heads over the people, chiefs of thousands, of hundreds, of fifties, and of tens. 26And bthey judged the people at all times. Any hard case they brought to Moses, but any small matter they decided themselves.

Exodus 21:6

6then his master shall bring him to cGod, and he shall bring him to the door or the doorpost. And his master shall bore his ear through with an awl, and he shall be his slave forever.

Deuteronomy 1:15-17

15So I took the heads of your tribes, wise and experienced men, dand set them as heads over you, commanders of thousands, commanders of hundreds, commanders of fifties, commanders of tens, and officers, throughout your tribes. 16And I charged your judges at that time, ‘Hear the cases between your brothers, and ejudge righteously between a man and his brother or the alien who is with him. 17 fYou shall not be partial in judgment. You shall hear the small and the great alike. You shall not be intimidated by anyone, for gthe judgment is God’s. And the case that is too hard for you, you shall hbring to me, and I will hear it.’

Deuteronomy 17:9

9 iAnd you shall come to the Levitical priests and to the judge who is in office in those days, and you shall consult them, and jthey shall declare to you the decision.

Deuteronomy 17:12

12The man who kacts presumptuously by not obeying the priest lwho stands to minister there before the Lord your God, or the judge, that man shall die. So myou shall purge the evil from Israel.

Deuteronomy 19:17-18

17then both parties to the dispute shall appear before the Lord, nbefore the priests and the judges who are in office in those days. 18The judges shall oinquire diligently, and if the witness is a false witness and has accused his brother falsely,
