13 aBut if he did not lie in wait for him, but God let him fall into his hand, then bI will appoint for you a place to which he may flee.

Numbers 35:10-15

10Speak to the people of Israel and say to them, cWhen you cross the Jordan into the land of Canaan, 11 dthen you shall select cities to be cities of refuge for you, that the manslayer who kills any person without intent may flee there. 12The cities shall be for you a refuge from the avenger, that the manslayer may not die until he stands before the congregation for judgment. 13And the cities that you give shall be your esix cities of refuge. 14 fYou shall give three cities beyond the Jordan, and three cities in the land of Canaan, to be cities of refuge. 15These six cities shall be for refuge for the people of Israel, and gfor the stranger and for the sojourner among them, that anyone who kills any person without intent may flee there.

Deuteronomy 4:41-43

Cities of Refuge

41Then Moses hset apart three cities in the east beyond the Jordan, 42that ithe manslayer might flee there, anyone who kills his neighbor unintentionally, without being at enmity with him in time past; he may flee to one of these cities and save his life: 43 jBezer in the wilderness on the ktableland for the Reubenites, Ramoth in Gilead for the Gadites, and Golan in Bashan for the Manassites.

Joshua 20:2-7

2Say to the people of Israel, lAppoint the cities of refuge, of which I spoke to you through Moses, 3that the manslayer who strikes any person without intent or unknowingly may flee there. They shall be for you a refuge from the avenger of blood. 4He shall flee to one of these cities and shall stand mat the entrance of the gate of the city and explain his case to the elders of that city. Then they shall take him into the city and give him a place, and he shall remain with them. 5And if the avenger of blood pursues him, they shall not give up the manslayer into his hand, because he struck his neighbor unknowingly, and did not hate him in the past. 6And he shall remain in that city nuntil he has stood before the congregation for judgment, until the death of him who is high priest at the time. Then the manslayer may return to his own town and his own home, to the town from which he fled.’”

7So they set apart oKedesh in Galilee in the hill country of Naphtali, and pShechem in the hill country of Ephraim, and qKiriath-arba (that is, Hebron) rin the hill country of Judah.

Hebrews 6:18

18so that by two unchangeable things, in which sit is impossible for God to lie, we who have fled for refuge might have strong encouragement to hold fast to the hope tset before us.
