Exodus 24:8

8 ^aAnd Moses took the blood and threw it on the people and said, “Behold the blood of the covenant that the Lord has made with you in accordance with all these words.”

Hebrews 9:18-20

18 Therefore not even the first covenant was inaugurated ^bwithout blood. 19 For when every commandment of the law had been declared by Moses to all the people, he took ^cthe blood of calves and goats, ^dwith water and scarlet wool and hyssop, and sprinkled both the book itself and all the people, 20 saying, ^e“This is the blood of the covenant that God commanded for you.”
