Exodus 33:19

19And he said, a“I will make all my goodness pass before you and will proclaim before you my name ‘The Lord.’ And bI will be gracious to whom I will be gracious, and will show mercy on whom I will show mercy.

Exodus 34:6-7

Isaiah 27:11

11When its boughs are dry, they are broken;

Micah 7:18

Romans 9:16

16So then it depends not on human will or exertion,
Greek  not of him who wills or runs
but on God, who has mercy.

Romans 9:18-19

18So then he has mercy on whomever he wills, and he hardens whomever he wills.

19You will say to me then, “Why does he still find fault? For qwho can resist his will?”
