Ezekiel 34:5-6

5 ^aSo they were scattered, because there was no shepherd, and ^bthey became food for all the wild beasts. My sheep were scattered; 6 they wandered over all the mountains and on every high hill. My sheep were scattered over all the face of the earth, ^cwith none to search or seek for them.

Zechariah 10:2

2 For ^dthe household gods ^eutter nonsense,
and the diviners see lies;
^fthey tell false dreams
and give empty consolation.
Therefore ^gthe people wander like sheep;
they are afflicted for lack of a shepherd.
