Exodus 18:21-22

21Moreover, look for bable men from all the people, men who fear God, who are trustworthy and hate a bribe, and place such men over the people as chiefs of thousands, of hundreds, of fifties, and of tens. 22And clet them judge the people at all times. dEvery great matter they shall bring to you, but any small matter they shall decide themselves. So it will be easier for you, and they will ebear the burden with you.

Exodus 18:25-26

25 fMoses chose able men out of all Israel and made them heads over the people, chiefs of thousands, of hundreds, of fifties, and of tens. 26And gthey judged the people at all times. Any hard case they brought to Moses, but any small matter they decided themselves.

Nehemiah 5:15

15The former governors who were before me laid heavy burdens on the people and took from them for their daily ration

A  shekel was about 2/5 ounce or 11 grams
of silver. Even their servants lorded it over the people. But I did not do so, jbecause of the fear of God.

Isaiah 1:23-26

23Your princes are rebels
and companions of thieves.
Everyone kloves a bribe
and runs after gifts.
lThey do not bring justice to the fatherless,
and the widow’s cause does not come to them.
24 Therefore the mLord declares,
the Lord of hosts,
the nMighty One of Israel:
Ah, I will get relief from my enemies
oand avenge myself on my foes.
25 pI will turn my hand against you
and will smelt away your qdross as with lye
and remove all your alloy.
26And I will restore your judges ras at the first,
and your counselors as at the beginning.
Afterward syou shall be called the city of righteousness,
the faithful city.”
