Genesis 49:10

10The ascepter shall not depart from Judah,
nor the ruler’s staff bfrom between his feet,
until tribute comes to him;
By a slight revocalization; a slight emendation yields (compare Septuagint, Syriac, Targum)  until he comes to whom it belongs; Hebrew until Shiloh comes, or until he comes to Shiloh

and to him shall be the obedience of the peoples.

Ezekiel 21:26-27

26thus says the Lord God: Remove the turban and take off the crown. Things shall not remain as they are. dExalt that which is low, and bring low that which is exalted. 27A ruin, ruin, ruin I will make it. eThis also shall not be, funtil he comes, the one to whom judgment belongs, and I will give it to him.

Hosea 3:4-5
