Isaiah 13:11

and the wicked for their iniquity;

Isaiah 25:3-5

3 ^dTherefore strong peoples will glorify you;
cities of ruthless nations will fear you.
4 ^eFor you have been a stronghold to the poor,
a stronghold to the needy in his distress,
