Isaiah 28:16-18

16therefore thus says the Lord God,
aBehold, I am the one who has laid
Dead Sea Scroll  I am laying
as a foundation cin Zion,
a stone, a tested stone,
a precious cornerstone, of a sure foundation:
‘Whoever believes will not be in haste.’
17And I will make justice dthe line,
and righteousness ethe plumb line;
and hail will sweep away the refuge of lies,
and waters will overwhelm the shelter.”
18Then fyour covenant with death will be annulled,
and your agreement with Sheol will not stand;
when the overwhelming scourge passes through,
you will be beaten down by it.

Isaiah 46:10-11

10 gdeclaring the end from the beginning
and from ancient times things not yet done,
saying, h‘My counsel shall stand,
and I will accomplish all my purpose,’
11 icalling a bird of prey from the east,
the man of my counsel from a far country.
jI have spoken, and I will bring it to pass;
I have purposed, and I will do it.

Lamentations 3:37-38

37 kWho has spoken and it came to pass,
unless the Lord has commanded it?
38 lIs it not from the mouth of the Most High
that good and bad come?

Zechariah 1:6
