Isaiah 56:11-12

11 aThe dogs have a mighty appetite;
they never have enough.
But bthey are shepherds who have no understanding;
they have all turned to their own way,
ceach to his own gain, one and all.
12 dCome,” they say, “let me get wine;
let us fill ourselves with strong drink;
eand tomorrow will be like this day,
great beyond measure.”

Zechariah 11:5

5 fThose who buy them slaughter them and go unpunished, and those who sell them say, ‘Blessed be the Lord, gI have become rich,’ and their own shepherds have no pity on them.

Zechariah 11:16

16For behold, I am raising up in the land a shepherd hwho does not care for those being destroyed, or seek the young or heal the maimed or nourish the healthy, but idevours the flesh of the fat ones, tearing off even their hoofs.
