Joel 3:2-8

4What are you to me, dO Tyre and Sidon, and all ethe regions of Philistia? Are you paying me back for something? If you are paying me back, fI will return your payment on your own head swiftly and speedily. 5For gyou have taken my silver and my gold, and have carried my rich treasures into your temples.

to cut off his fugitives;
do not hand over his survivors
in the day of distress.
