Leviticus 16:5-9

5And he shall take from athe congregation of the people of Israel two male goats for a sin offering, and one ram for a burnt offering.

6Aaron shall boffer the bull as a sin offering for himself and shall cmake atonement for himself and for his house. 7Then he shall take the two goats and set them before the Lord at the entrance of the tent of meeting. 8And Aaron shall cast lots over the two goats, one lot for the Lord and the other lot for dAzazel.
The meaning of  Azazel is uncertain; possibly the name of a place or a demon, traditionally a scapegoat; also verses 10, 26
9And Aaron shall present the goat on which the lot fell for the Lord and use it as a sin offering,

Hebrews 2:17

17Therefore he had fto be made like his brothers in every respect, gso that he might become a merciful and faithful high priest hin the service of God, to make propitiation for the sins of the people.

Hebrews 5:3

3Because of this he is obligated to offer sacrifice for his own sins ijust as he does for those of the people.

Hebrews 9:7

7but into the second only jthe high priest goes, and he but konce a year, and not without taking blood, lwhich he offers for himself and for the unintentional sins of the people.

Hebrews 9:25-26

25Nor was it to offer himself repeatedly, as mthe high priest enters nthe holy places every year with blood not his own, 26for then he would have had to suffer repeatedly since the foundation of the world. But as it is, ohe has appeared ponce for all qat the end of the ages to put away sin by the sacrifice of himself.
