The meaning of  Azazel is uncertain; possibly the name of a place or a demon, traditionally a scapegoat; also verses 10, 26

Joshua 18:10

10and Joshua ccast lots for them in Shiloh before the Lord. And there Joshua apportioned the land to the people of Israel, dto each his portion.

1 Samuel 14:41-42
