Numbers 15:14-16

14And if a stranger is sojourning with you, or anyone is living permanently among you, and he wishes to offer a food offering, with a pleasing aroma to the Lord, he shall do as you do. 15For the assembly, athere shall be one statute for you and for the stranger who sojourns with you, a statute forever throughout your generations. You and the sojourner shall be alike before the Lord. 16One law and one rule shall be for you and for the stranger who sojourns with you.”

Numbers 16:40

40to be a reminder to the people of Israel, so bthat no outsider, who is not of the descendants of Aaron, should draw near to burn incense before the Lord, lest he become like Korah and his company—as the Lord said to him through Moses.

Ezra 6:8-10

8Moreover, cI make a decree regarding what you shall do for these elders of the Jews for the rebuilding of this house of God. The cost is to be paid to these men in full and without delay from the royal revenue, the tribute of the province from Beyond the River. 9And whatever is neededbulls, rams, or sheep for burnt offerings to the God of heaven, wheat, salt, wine, or oil, as the priests at Jerusalem require—let that be given to them day by day without fail, 10that they may offer pleasing sacrifices to the God of heaven dand pray for the life of the king and his sons.
