Numbers 27:16-17

16 “Let the Lord, ^athe God of the spirits of all flesh, appoint a man over the congregation 17 who ^bshall go out before them and come in before them, who shall lead them out and bring them in, that the congregation of the Lord may not be ^cas sheep that have no shepherd.”

1 Samuel 18:16

16 ^dBut all Israel and Judah loved David, for he went out and came in before them.

2 Samuel 5:2
