The same Hebrew word can mean evil or  disaster, depending on the context

from which you cannot remove your necks,
and you lshall not walk haughtily,
mfor it will be a time of disaster.

Zechariah 7:10

10 ndo not oppress the widow, the fatherless, the sojourner, oor the poor, and plet none of you devise evil against another in your heart.”

Matthew 5:28

28But I say to you that qeveryone who looks at a woman with lustful intent has already committed adultery with her in his heart.
