This is due to a lack of knowledge. Elisha refuses that gift. He wants to avoid Naaman making a payment for his healing. Elisha has sometimes accepted gifts. A servant must learn to accept gifts, but he must also learn to refuse them. When preaching the gospel, it must be avoided.
