This saying assumes that the property of one who obtained it dishonestly will eventually find its way to the poor (cf. Jer 17:11; Jam 5:1-6). God will see to that (Job 27:16-17; Ecc 2:26). He will see to it that it gets into the hands of someone “who is gracious to the poor”.

The law forbids asking interest from a neighbor, a fellow citizen (Exo 22:25; Lev 25:36-37; Deu 23:19-20; Psa 15:5). If the poor needed help, the rich were to give it to them as charity. They were not to exploit the plight of another Israelite for their own benefit.
