Deuteronomy 33:2
v. 2: Moses begins his blessing by describing how God appeared to Israel in a powerful and glorious way when He gave them the law at Mount Sinai. God’s appearance was as bright as the sun, and even the distant mountains of Seir and Paran saw His glory. God came with thousands of holy angels, showing His greatness and majesty, just as it is written, The Lord came from Sinai, and rose up from Seir unto them; he shined forth from mount Paran, and he came with ten thousands of saints ; see also Habakkuk 3:3-4; Psalm 18:7-9 a; Jude 14 b). The angels attended God, just as the chariots of God are twenty thousand (Psalm 68:17 c), and the law was given by the help of angels (Acts 7:53; Hebrews 2:2 d).
