This means that when a country is full of sin, there will be many rulers, often fighting and causing trouble, as seen in the history of Israel (1 Kings 16:8; 2 Kings 24:5 ). But if there is a wise leader, or if the people return to wisdom, the nation can be healed and enjoy peace for a long time.
