He encourages the Thessalonians by reminding them that God loved them and chose them for salvation before time began (Ephesians 1:4 ). This salvation comes through the Holy Spirit making them holy and through their faith in the truth. Paul wants them to know that even if many fall away, God will keep those who truly believe and are changed by His Spirit.
