Exodus 32:9
v. 9-10: God describes the Israelites as a “stiff-necked people,” meaning they are stubborn and resistant to His ways (v. 9, 10 a). He says He wants to destroy them completely because of their sin, but He offers to make a great nation out of Moses instead. This shows how serious sin is and that God’s justice is real. However, God is also testing Moses and giving him a chance to intercede for the people (Deut. ix. 14 b).
