v. 21: God says He will “go down and see” if Sodom’s sin is as bad as the cries that have reached Him. God does not need to investigate because He knows all things, but He speaks this way to show that His judgments are always fair and based on true knowledge. This is also an example for human judges to examine matters carefully before making decisions (Isaiah 59:16 ^b).
