Genesis 9:11
v. 11: The main promise of this covenant is that God will never again destroy all life with a flood, and there will never be another flood to cover the whole earth (v. 11 a). Even though people would still do wrong, God promises mercy and not judgment by water again. This is not because the world became better, but because of God’s goodness and faithfulness (Isa. liv. 9 b). God still has the power to send other kinds of judgments, but He will not break this promise. Local floods or the final destruction of the world by fire do not break this covenant (Job 38.10, 11 c). The world is now a sign of God’s mercy, just as the flood was a sign of His justice.
