When he made the world by his Spirit (Job 26:13 ), no one was there to guide him. God never needs help from anyone, unlike human rulers who need counselors (Esther 1:13 ). He knows everything perfectly, both what has happened and what will happen. When Christ planned our salvation, it was decided before the world began (1 Corinthians 2:7 ).
