1:3  a In Habakkuk’s day, destruction and violence permeated Judean society (see Habakkuk Book Introduction, “Setting”).
1:4  b Habakkuk expresses his concern about the injustice and unrighteousness he saw all around him (see 1:12-13  c; 2:4  d, 9  e), even in the courts, where the law was no longer effective in maintaining justice.
